Valery Gerasimov, Chief of the General Staff of the Russian Armed Forces, stated on the 23rd that, in light of a humanitarian operation being conducted in the settlement of Oleshky in the Kherson region, the Russian military has decided to implement a ceasefire—a “regime of silence”—effective from 4:00 a.m. Moscow time on October 27.
In a post on social media, the Russian Ministry of Defense quoted Gerasimov as saying that, to ensure the safety of the population and the delivery of essential humanitarian supplies, Russian forces will conduct engineering reconnaissance and secure a safe passage for humanitarian convoys to reach the settlement of Oleshky in the Kherson region.
Dmitry Peskov, Press Secretary to the Russian President, stated the same day that, in order to implement an agreement recently reached between the Russian and U.S. presidents—and with the direct involvement of Melania Trump, wife of U.S. President Donald Trump—Russian human rights official Yana Lantratova and her Ukrainian counterpart, Dmytro Lubinets, have engaged in extensive work regarding the situation in Oleshky. He noted that the military is currently coordinating the timing of the ceasefire in the area to facilitate this humanitarian operation.
The White House issued a statement on the 23rd confirming that Melania Trump, wife of U.S. President Donald Trump, helped facilitate a ceasefire between Russia and Ukraine in Oleshky.
Oleshky is a town located on the left bank of the Dnieper River in the Kherson region, which is currently facing a severe humanitarian crisis. Through U.S. mediation, both Russia and Ukraine have agreed to a temporary local ceasefire to allow for the delivery of humanitarian aid and the evacuation of civilians.
